Re-creates the Federal Grants Trust Fund within the Department of Management Services (FLAIR number 72-2-261), which was scheduled for termination under the State Constitution on July 1, 2014

Repeals subsection (3) of section 20.221, Florida Statutes, which contained provisions for the trust fund's termination

Legislature determined the trust fund continues to meet an important public purpose and existing policy provides adequate parameters for its use

Effective date is July 1, 2013
