Transfers all powers, duties, functions, records, and personnel of the Reemployment Assistance Appeals Commission to the Department of Economic Opportunity effective October 1, 2013, with a transition period through September 30, 2013.

Replaces the statewide Reemployment Assistance Appeals Commission with regional appeal offices established at each regional workforce board, with appeals referees and review panels appointed by regional boards rather than the Governor.

Allows the Governor to transfer funds and positions between agencies upon Legislative Budget Commission approval to implement the reorganization and requires the Governor to seek necessary federal waivers.

Limits claimants from using the same prospective employer to meet work search requirements unless the employer has indicated it is hiring, and exempts individuals in required reemployment services from work search requirements.

Modifies appeal procedures so appeals are filed at regional offices serving the claimant's work location, with appeals of review panel decisions going directly to district courts of appeal rather than through a centralized commission.
