Changes voter registration from optional to automatic for individuals applying for, renewing, or changing addresses on driver licenses or identification cards in Florida.

Requires the Department of Highway Safety and Motor Vehicles to notify applicants that information provided will be automatically transferred to voter registration applications or used to update existing voter registration records.

Allows applicants to revoke consent to automatic voter registration by notifying the driver license examiner orally or in writing.

Requires applicants who fail to designate party affiliation to be registered without party affiliation.

Takes effect July 1, 2013.
