Water management districts must include in their priority lists and schedules any reservations proposed under section 373.223(4) and water bodies potentially affected by withdrawals in adjacent districts where the department may need to adopt reservations or minimum flows and levels.

Water management districts shall apply reservations, minimum flows and levels, and recovery or prevention strategies adopted by the Department of Environmental Protection by rule, without requiring the districts to independently adopt these measures by rule.

Water management districts may enter into interagency agreements designating a single district to conduct resource management activities crossing district boundaries, provided any funding assistance results in benefits accruing to the funding district.

Cooperative funding programs are exempted from chapter 120 rulemaking requirements, though portions affecting substantial interests of parties remain subject to administrative procedure provisions.

Regional water supply authorities and applicable water management districts (removing the previous limit to Southwest Florida Water Management District only) must jointly develop the water supply component of regional water supply plans.
