Proposes amendment to Article XI, Section 1 of the Florida Constitution to limit the number of state constitutional amendments the Legislature may submit to voters in any single election to three.

Requires three-fifths approval of both houses of the Legislature to propose constitutional amendments, with full text and voting records entered into each house journal.

Amendment would be submitted to Florida voters for approval or rejection at the next general election or an earlier special election authorized by law.

Takes effect January 1, 2014.
