Amends state preemption on smoking regulations to allow municipalities and counties to further restrict smoking at entrances to public indoor workplaces and outdoor areas including beaches, playgrounds, public parks, and sports/recreation areas.

Requires restricted smoking areas be clearly marked with "No Smoking" signs and designated smoking areas be provided and identified with signs.

Limits smoking restrictions at workplace entrances to no more than 75 feet from the entrance or 75 feet from HVAC air intakes, operable windows, vents, or other openings.

Restricts sidewalk and footpath smoking bans to areas within beaches, playgrounds, public parks, or sports/recreation areas; allows municipalities/counties to require smoking prohibitions as lease conditions on municipal or county-owned property.

Requires law enforcement to direct violators to stop smoking and warn them of penalties before issuing a civil citation; officer must ask person to leave premises before citing, with violations punishable under s. 386.208.
