Requires battery-operated smoke alarms installed or replaced after January 1, 2014 to use nonreplaceable, nonremovable batteries capable of powering the alarm for at least 10 years.

Exempts electrically operated smoke alarms, fire alarm systems with smoke detectors, fire alarm devices connected to panels, and devices using low-power radio frequency wireless communication signals from the 10-year battery requirement.

Renumbers existing provisions regarding Life Safety Code applicability to one- and two-family dwellings and fire sprinkler requirements without changing their substantive content.

Maintains existing requirement that local governments must prepare an economic cost and benefit report before imposing fire sprinkler requirements on one- or two-family dwellings.

Takes effect July 1, 2013.
