Prohibits denying U.S. citizen dependent children classification as residents for tuition purposes based solely on their parent's citizenship status.

Requires the State Board of Education to adopt rules implementing this provision.

Requires the Board of Governors of the State University System to adopt regulations implementing this provision.

Applies to tuition classification in charter technical career centers, school district career centers, Florida College System institutions, and state universities.

Effective upon becoming law.
