Allows state attorneys to directly file charges against juveniles with prior felony or misdemeanor adjudications or adjudications withheld, expanding discretionary direct filing authority.

Requires state attorneys to apply four criteria when deciding to directly file charges: seriousness of offense and community protection needs; child's record and history; prospects for public protection and rehabilitation; and cost-effective diversion alternatives.

Mandates state attorneys to file written explanations with the court addressing specified factors when directly filing charges against a juvenile for criminal prosecution.

Establishes "reverse waiver" procedures allowing juveniles in adult court to request a hearing to return to juvenile court if they prove by preponderance of evidence they could obtain rehabilitative services, meet community safety standards, and meet other statutory requirements.

Effective July 1, 2013.
