Allows clerk of court to withhold unpaid costs of prosecution, representation, court fees, and criminal penalties from cash bonds posted for criminal defendants, with notice required on all bond forms.

Expands judgment for costs to include prosecution and investigative costs in all criminal cases and violation-of-probation cases regardless of adjudication status, with minimum costs of $50 per misdemeanor case and $100 per felony case.

Requires juveniles adjudicated delinquent or with adjudication withheld to be assessed prosecution costs under the same standards as adult criminal defendants.

Allows courts to order adjudicated delinquent children to perform community service in lieu of court costs, prosecution costs, public defender fees, and representation costs if the child is unable to pay.
