Adds 26 new hallucinogenic substances to Schedule I controlled substances in Florida, including MDMA, pentedrone, methoxetamine, and various synthetic cannabinoids and phenethylamines.

Expands the definition of Schedule I hallucinogenic substances to include optical, positional, and geometric isomers in addition to existing isomer categories.

Reduces possession penalties for 3 grams or less of specified synthetic controlled substances (items 46-50, 114-142, 151-159, 166-169 in Schedule I(c)) from a third-degree felony to a first-degree misdemeanor.

Modifies rulemaking procedures in section 893.0355 to specify that emergency rule provisions under section 120.54(7) do not apply to Attorney General rulemaking on scheduled substances.

Updates trafficking penalties in section 893.135 to apply to hallucinogenic substances described in section 893.03(1)(c) with mandatory minimum sentences ranging from 3 years (10-200 grams) to 15 years (400+ grams).
