Allows aggrieved persons to file civil actions for discriminatory housing practices without first filing an administrative complaint with the Florida Commission on Human Relations or local agency.

Prohibits civil actions if the Florida Commission on Human Relations or local agency has obtained a conciliation agreement with the consent of the aggrieved person, except to enforce the terms of that agreement.

Effective date is July 1, 2013.
