Renames the "Certified Public Accountant Education Minority Assistance Program" to the "Clay Ford Scholarship Program" and increases the annual maximum expenditure from $100,000 to $200,000.

Changes scholarship distribution from annual to twice per year upon recommendation of the advisory council and approval by the board.

Creates new peer review requirements for licensed public accounting firms, effective January 1, 2015, with the Board of Accountancy authorized to establish rules and potentially a peer review oversight committee.

Exempts firms performing only compilations and reviews from the peer review enrollment requirement.

Changes license delinquency date from December 31 to January 1 for continuing education reporting purposes.
