Changes criminal penalties for unlawfully taking utility services from misdemeanor of the first degree to theft punishable under s. 812.014, which provides enhanced penalties based on the value of services stolen.

Applies the theft classification to violations of paragraphs (2)(a), (2)(b), and (2)(c) of s. 812.14, as well as to theft of utility services for facilitating controlled substance manufacturing.

Increases civil liability for persons found to have violated utility service theft provisions from $1,000 to $3,000 minimum, or 3 times the amount of services unlawfully obtained, whichever is greater.

Takes effect October 1, 2013.
