Amends Florida law to allow municipalities and counties to require an electrical journeyman on industrial or commercial construction sites to possess a certificate of competency issued by the local municipality or county.

Establishes that the required journeyman must pass a competency examination administered by the local municipality or county rather than graduate from the Institute of Applied Technology in Construction Excellence or hold a state license.

Lowers the threshold for requiring an on-site electrical journeyman from construction sites with 50,000 gross square feet to sites with 5,000 gross square feet or more.

Reduces the electrical voltage threshold for requiring supervision from 77 volts to 98 volts.

Takes effect July 1, 2013.
