Establishes the Urban Infill and Redevelopment Assistance Grant Program administered by the Department of Economic Opportunity to provide grants to counties and municipalities for urban infill and redevelopment projects.

Allocates appropriated funds into three categories: 30% for planning grants to develop urban infill and redevelopment plans, 60% for fifty/fifty matching grants for implementation projects, and 10% for outright grants for projects under $50,000.

Permits the Department of Economic Opportunity to transfer unused funds between grant categories, with outright grants capped at 20% of total allocation in any fiscal year.

Grants priority scoring to projects providing employment for Temporary Cash Assistance Program clients and projects within community redevelopment areas, Florida Main Street programs, sustainable communities, enterprise zones, or neighborhood improvement districts.

Updates cross-references in sections 163.065, 163.2511, and 163.2514 to extend the Growth Policy Act framework to include the new grant program section, effective July 1, 2013.
