Amends Florida law to require 50 percent of unencumbered Educational Enhancement Trust Fund revenues from the previous fiscal year be allocated to the Voluntary Prekindergarten Education Program after a final audit of those funds.

Allocates unencumbered prekindergarten funds equally among school-year and summer programs based on student enrollment, with funds limited to direct classroom expenditures and prohibiting administrative costs.

Clarifies existing requirements that school advisory councils and parent advisory committees make funding recommendations without override by district staff or principals.

Maintains requirement that Florida Bright Futures Scholarship Program funding be allocated before equitable distribution formulas to other educational institutions.

Takes effect October 1, 2013.
