Adds Major League Soccer to the definition of "league" for professional sports franchise certification purposes under Florida law.

Increases the maximum number of facilities that can be certified for new or retained professional sports franchises from 8 to 10.

Reserves 2 of the 10 available facility certifications specifically for new Major League Soccer franchises.

Prohibits previously certified applicants who received funding from obtaining an additional certification for the same franchise or facility that was the basis for their prior certification.

Effective date: July 1, 2013.
