Establishes two separate permit terms for alternative water supply development: permits approved before July 1, 2013 are granted for at least 20 years, while permits approved on or after July 1, 2013 are granted for at least 30 years.

Requires sufficient data demonstrating that permit conditions will be met for the entire permit duration before issuance.

Permits approved on or after July 1, 2013 may be extended if bonds are issued within 7 years, construction is completed, and extension is requested, with the extension expiring upon bond retirement or 30 years after construction completion, whichever is later, but not extending more than 7 years beyond the original expiration date.

Protects alternative water supply allocations by prohibiting reductions during compliance reviews unless necessary to address water resource harm or protect existing legal uses, though water shortage orders still apply.

Prohibits permits issued on or after July 1, 2013 from authorizing use of nonbrackish groundwater or nonalternative water supplies.
