Creates an honorary State Poet Laureate position within the Department of State with a 4-year term.

Assigns the Florida Council on Arts and Culture to promote poetry throughout the state and accept nominations for the position, with at least 5 qualified nominees submitted to the Secretary of State.

Establishes qualifications for nominees: permanent Florida resident, public literary poet with significant standing in and outside the state, and willing to perform duties including outreach, mentoring, and poetry readings.

Secretary of State submits 3 nominees to the Governor, who appoints one as State Poet Laureate; vacancies filled in the same manner for the remainder of the unexpired term.

All current and future State Poets Laureate receive the emeritus or emerita designation upon their successor's appointment and serve without compensation; effective July 1, 2013.
