Allows licensed vendors to transport alcoholic beverages using vehicles owned or leased by any person disclosed on the vendor's license application and approved by the Division of Alcoholic Beverages and Tobacco.

Requires a valid vehicle permit to be issued and carried in the vehicle during transport, with a $5 fee per vehicle and the authorized person's signature required on the permit application.

Permits remain valid and do not expire unless the vehicle is disposed of or the vendor's alcoholic beverage license is transferred, canceled, not renewed, or revoked; permits may be canceled upon request from the vendor or authorized person.

Authorizes inspection and search of permitted vehicles without a search warrant during business hours or when being used to transport alcoholic beverages.

Requires vehicle permits and invoices or sales tickets for purchased beverages to be carried in the vehicle at all times during transport or delivery.
