Creates section 752.011 establishing a petition process for grandparents to seek court-ordered visitation when a child's parent is deceased, missing, or in a permanent vegetative state.

Requires a preliminary hearing where the grandparent must show prima facie evidence of parental unfitness or significant harm to the child; if unsuccessful, the court dismisses the petition and awards attorney fees to the respondent.

Authorizes grandparent visitation upon clear and convincing evidence of parental unfitness or danger of significant harm, if visitation is in the child's best interest and does not materially harm the parent-child relationship.

Extends great-grandparent visitation rights in dependency cases and adoption proceedings by amending sections 39.01, 39.509, 39.801, and 63.0425 to include great-grandparents in relevant definitions and notification requirements.

Limits original visitation actions to once per 2-year period except for good cause, excludes most children placed for adoption, and repeals prior grandparent visitation statutes sections 752.01 and 752.07; effective July 1, 2013.
