Increases fines for late voter registration application delivery from $50 (48 hours late) to $50 (10 days late), with a $250 willful violation fine; changes aggregate annual fine cap from higher amounts to $1,000; reduces fines by three-fourths if organization complies with registration requirements.

Shortens the period candidates must state they have not been registered members or candidates for other political parties from 365 days to 6 months before the general election.

Permits voters who move to vote in their new precinct by affirmation regardless of county boundaries; previously restricted this to same-county moves except for uniformed service voters.

Expands early voting sites to include city halls, libraries, courthouses, places of worship, civic centers, colleges, and universities; requires one site per 70,000 registered voters; extends early voting to 15 days before election (previously 10) and requires 8 hours on weekdays and 14 hours on weekends (previously 6-12 hours).

Allows circuit courts to consider sworn testimony from voters in absentee ballot signature disputes, expanding evidence beyond just comparing signatures.
