Requires each district school board to adopt written policies promoting public access to outdoor recreation and sports facilities during nonschool hours and to increase joint-use agreements with local governments or private organizations.

Mandates district school boards develop and implement appeal procedures allowing parties to appeal to the superintendent if joint-use agreement negotiations fail.

Requires district school boards to submit copies of adopted public access policies or joint-use agreements to the Department of Education within 30 days.

Directs the Department of Education to develop a model joint-use agreement, post all submitted policies and agreements on its website, and establish criteria for grants implementing joint-use agreements.

Provides immunity from civil liability for district school boards that adopt public access policies or joint-use agreements, except in cases of gross negligence or intentional misconduct, limited to incidents occurring outside school hours and school-related activities.
