Prohibits persons younger than 18 years of age from operating a motor vehicle while using a wireless communications device or telephone, including hands-free devices.

Defines "wireless communications device" as any device designed to receive or transmit text or character-based messages, access or store data, connect to the Internet, or provide text-based communications services.

Exempts individuals in legally parked motor vehicles that are not being operated from the prohibition.

Allows use of wireless communications devices for emergency purposes, including calls to law enforcement, health care providers, fire departments, or other emergency services agencies.

Violations constitute a noncriminal traffic infraction punishable as a moving violation under chapter 318, effective July 1, 2013.
