Removes requirement for blank spaces on warranty deeds to record grantees' social security numbers, eliminating SSN collection from deed forms.

Clarifies that omission of the property appraiser's parcel identification number or any incorrect parcel number does not affect deed validity or recordability.

Requires governmental and quasi-governmental liens (excluding taxes, assessments, and utilities) to be recorded in county official records to be valid against creditors or subsequent purchasers.

Specifies that recorded governmental liens must include the owner's name, property description or address, and the tax or parcel identification number.

Takes effect October 1, 2013.
