Establishes the "Florida Highway Safety Act" with legislative intent to reduce road rage and traffic congestion by promoting orderly traffic flow and reducing crashes.

Defines "road rage" as a driver or passenger intentionally or unintentionally injuring, killing, or threatening to injure or kill another driver, passenger, bicyclist, or pedestrian due to loss of emotional control.

Requires drivers to yield the furthermost left-hand lane on multi-lane highways when being overtaken by a faster-moving vehicle, with exceptions for actively passing slower vehicles, unsafe conditions, law enforcement direction, or making left turns.

Requires the Department of Highway Safety and Motor Vehicles to include information about the act in all newly printed driver license educational materials on or after October 1, 2013.

Takes effect October 1, 2013.
