Requires check cashing licensees to submit transaction information to a centralized check cashing database maintained by the Office of Financial Regulation before completing each check cashing transaction.

Mandates submission of 12 specific data elements including transaction date, payor and payee names, payment instrument amount, fee charged, identification type and number, and workers' compensation information for business payees.

Directs the Office of Financial Regulation to issue a competitive solicitation for a statewide, real-time online check cashing database to combat fraudulent activity.

Requires the database to interface with the Secretary of State's corporate registration database and the Department of Financial Services' workers' compensation database for verification purposes.

Authorizes the Financial Services Commission to adopt rules to administer the requirements and allows the office to request funding and submit draft legislation for implementation in the 2014-2015 fiscal year.
