Reduces the Southwest Florida Water Management District governing board from 13 members to 9 members, bringing it into alignment with other water management districts.

Changes residency requirements for Southwest Florida Water Management District board members from 10 positions to 9 positions, eliminating the separate Manatee County seat and combining Sarasota and Manatee Counties into a single at-large position.

Removes the position representing the combined Hillsborough and Pinellas Counties area and reduces county-specific seats (Hillsborough from 2 to 1, Pinellas from 2 to 1, Polk from 2 to 1).

Modifies the at-large position representing DeSoto, Hardee, and Highlands Counties to represent only DeSoto and Charlotte Counties.

Applies changes only to new board member appointments beginning July 1, 2013, with incumbent members allowed to serve out their current terms.
