Allows courts to depart from mandatory minimum sentences for defendants convicted of prescription drug trafficking under paragraph (1)(c) of section 893.135, Florida Statutes.

Requires five criteria be met for a departure: no use or threat of physical force, no serious bodily injury or death caused, no firearm or weapon involved, no prior felony conviction, and no previous invocation of this provision.

Permits courts to consider relevant facts when departing from mandatory minimums, including defendant's arrest record, family ties, employment history, mental condition, and likelihood of rehabilitation.

Requires the sentencing court to state specific reasons in open court for departing from the mandatory minimum term of imprisonment.

Takes effect July 1, 2013.
