Authorizes the Commission on Ethics to acquire liens on real and personal property for fines imposed by final order of the commission, treating these orders the same as court judgments for lien purposes.

Requires unpaid fines from the Commission on Ethics to be filed with the Department of State to establish judgment liens on personal property within the state.

Mandates that automatic fines remaining unpaid more than 60 days after payment due or final appeal must be assigned to the Department of Financial Services as a claim owed to the state.

Requires the Department of Financial Services to assign unpaid fines to collection attorneys, who must reduce the claims to judgments for enforcement purposes.

Effective date of July 1, 2013.
