Lowers the maximum certified takeoff weight threshold for rotary wing aircraft (helicopters) from 10,000 pounds to 2,000 pounds to qualify for sales tax exemptions on repair and maintenance labor charges.

Reduces the maximum certified takeoff weight threshold for rotary wing aircraft from 10,300 pounds to 2,000 pounds to qualify for sales tax exemptions on replacement engines, parts, and equipment used in repair and maintenance.

Clarifies that labor charges for repair and maintenance of qualified aircraft and rotary wing aircraft weighing more than 2,000 pounds are exempt from sales tax.

Clarifies that replacement engines, parts, and equipment used in repair or maintenance of qualified aircraft and rotary wing aircraft weighing more than 2,000 pounds are exempt from sales tax when installed on aircraft being repaired or maintained in Florida.
