• Exempts certain elevators in condominiums and multifamily residential buildings with certificates of occupancy before July 1, 2008 from Phase II Firefighters' Service code update requirements until the elevator is replaced or requires major modification.

• Revises condominium and cooperative association requirements including: allowing members to use portable devices to electronically copy records without charge, permitting associations to print and distribute member directories with opt-out provisions for telephone numbers, and establishing new financial reporting thresholds ($150,000, $300,000, $500,000 instead of $100,000, $200,000, $400,000).

• Modifies board election and recall procedures by requiring election challenges to be filed within 60 days of results announcement, establishing new procedures for challenging board failures to hold meetings or file petitions, and restricting division acceptance of recall petitions when fewer than 60 days remain until reelection or fewer than 60 days have elapsed since election.

• Creates new condominium provisions allowing primary and secondary condominiums to operate within condominium parcels, with defined relationships, assessment collection procedures, and conflict resolution between primary and secondary declarations.

• Expands hurricane protection requirements to include impact glass, code-compliant windows and doors, and other code-compliant hurricane protection; provides that unit owners who previously installed compliant protections receive credits when new installations are made.
