Creates the Black Cultural Tourism Enhancement Commission within the Department of State as an independently operating agency with administrative support provided by department staff.

Directs the commission to provide financial and technical assistance to black cultural sites and events to expand tourism, create jobs, and stimulate economic development through marketing of the state's black cultural heritage.

Requires the commission to provide training for tour guides and staff at black cultural sites, supply resources to educators teaching black history, and serve as a resource for the Florida Tourism Industry Marketing Corporation.

Establishes a 13-member commission appointed by the Governor (3 members), President of the Senate (2), Speaker of the House (2), Secretary of State (2), Commissioner of Education (2), and Florida Conference of Black State Legislators (2), with 4-year terms and reimbursement for per diem and travel expenses.

Authorizes the commission to establish or designate a direct-support organization to receive grants and resources to support black cultural sites and commission functions, with an effective date of July 1, 2013.
