Prohibits construction of new ocean outfalls and expansion of existing ones for domestic wastewater discharge, limiting outfalls to discharge capacity specified in permits effective July 1, 2008.

Requires utilities with ocean outfall permits as of July 1, 2008, to install a functioning reuse system capturing at least 60 percent of baseline flow by December 31, 2025, either within their service area or by contract in Miami-Dade, Broward, or Palm Beach Counties.

Defines "baseline flow" as the annual average flow of domestic wastewater through ocean outfalls using monitoring data from 2003-2007, replacing the previous term "facility's actual flow on an annual basis."

Allows backup discharge through ocean outfalls after December 31, 2025, only during reduced demand periods or as peak flow from other wastewater systems, limited to 5 percent of baseline flow measured as a 5-year rolling average.

Requires utilities to submit detailed plans by July 1, 2013, and updates by July 1, 2016, identifying reuse options, land needs, costs, and financing mechanisms, with the Department of Environmental Protection submitting implementation progress reports to the Legislature by February 15, 2015.
