Deletes automatic adjustment of vessel registration fees every 5 years and removes requirement for Fish and Wildlife Conservation Commission to report fee increases to the legislature.

Eliminates automatic adjustment of recreational hunting and fishing license fees every 5 years that was previously scheduled for 2013 and every 5 years thereafter.

Revises residency requirements for hunting and fishing licenses by reducing the state residency requirement from 1 year to allow evidence through valid Florida driver's license, voter registration card, homestead exemption, or sworn statement of domicile.

Increases number of free fishing days from 2 to 4 consecutive or nonconsecutive days per year for both freshwater and saltwater fishing.

Exempts veterans with service-connected disabilities, active duty service members, and their family members from hunting and fishing license requirements when participating in commission-permitted outdoor recreational events.

Provides income requirement exemptions for recently discharged military veterans and veterans with service-connected permanent disability ratings of 10 percent or higher applying for restricted species endorsements on saltwater products licenses.
