Postpones the repeal of medical malpractice insurance exemption from Florida Hurricane Catastrophe Fund emergency assessments from May 31, 2013 to May 31, 2016, making medical malpractice premiums subject to assessments beginning June 1, 2016.

Exempts medical malpractice insurance for certain non-hospital facilities and non-licensed practitioners from specified rate filing requirements under s. 627.062(3)(d), including facilities other than hospitals, nursing homes, and assisted living facilities, and practitioners other than dentists, physicians, and certain other licensed professionals.

Creates s. 627.4102 to allow property and casualty insurance forms (except workers' compensation and personal lines) to be exempt from approval requirements if filed informationally 30 days in advance with notarized certification that forms comply with all applicable state laws and rules.

Authorizes the Office of Insurance Regulation to require prior review and approval of forms submitted under the informational filing process if noncompliant with state laws and rules.

Requires a Notice of Change in Policy Terms form to be filed with renewal policies containing changes and provided to the named insured's agent before or upon delivery to the insured.
