Expands the board of directors from five to seven members, adding a parent or guardian of a plan beneficiary and a Florida Bar member with experience advocating for children injured in healthcare settings.

Requires the association to administer the plan in a manner that promotes and protects the health and best interests of children with birth-related neurological injuries.

Authorizes the Governor or Chief Financial Officer to remove directors for misconduct, malfeasance, misfeasance, or neglect of duty.

Makes board of directors meetings subject to Florida's public meetings law (s. 286.011) and increases the quorum requirement for transacting business from three to four directors.

Modifies the recommendation process for new director positions, requiring the Governor to recommend the parent or guardian candidate and the Florida Bar president to recommend the attorney candidate.
