Authorizes Polk County and eight specified cities (Auburndale, Bartow, Eagle Lake, Fort Meade, Frostproof, Lake Wales, Mulberry, and Polk City) to apply individually or jointly to the Department of Economic Opportunity for enterprise zone designations.

Requires applications to comply with section 290.0055 of Florida Statutes regarding enterprise zone application requirements.

Permits the Department of Economic Opportunity to designate up to eight enterprise zones total, with a maximum of one zone per city or city-county combination, regardless of population category limits in section 290.0065.

Directs the Department of Economic Opportunity to establish the initial effective dates for the designated enterprise zones.

Takes effect July 1, 2013.
