Amends Florida Statutes section 125.01 to grant county governing bodies explicit authority to determine available employee benefits, including insurance coverage and paid leave, for different types of positions.

Clarifies that county authority to employ personnel includes discretion over benefits offered to employees.

Specifies that Chapter 121 of Florida Statutes (Florida Retirement System) continues to govern retirement benefits and compulsory membership requirements for eligible county employees.

Changes statutory language from "shall" to "may" to describe enumeration of county powers as non-exclusive and incorporates implied powers necessary to carry out enumerated authority.

Takes effect July 1, 2013.
