Amends Florida's game promotion law to establish registration, certification, and fee requirements for electronic devices and computer terminals used in game promotions.

Requires operators of electronic game promotions to file software certifications from independent testing laboratories verifying games operate fairly and do not allow video displays to determine results.

Imposes an annual nonrefundable terminal fee of $100 per electronic device or computer terminal, with fees remitted to the Department of Revenue and deposited into the General Revenue Fund.

Requires specific signage in at least 26-point type stating "The video displays are for amusement and entertainment only" and prohibits exterior signage suggesting gambling or displaying slot machine imagery.

Prohibits the Department of Agriculture and Consumer Services from accepting filings from operators convicted of game promotion violations and authorizes counties and municipalities to regulate or prohibit future electronic game promotion operations.
