Allows separate charges for each act of animal cruelty committed against a single animal or for each animal when cruelty is committed against multiple animals.

Adds illegal animal fighting or baiting (Section 828.122) to the list of racketeering activities under Florida's RICO Act.

Permits counties to use surcharge proceeds from animal control or cruelty violations for animal shelter operating expenses in addition to training animal control officers, expiring July 1, 2014.

Specifies that persons committing animal cruelty "commit animal cruelty" and those committing aggravated animal cruelty "commit aggravated animal cruelty" with updated sentencing language.

Takes effect July 1, 2013.
