Requires health insurers to allow policyholders and certificateholders to continue using preferred providers from their enrollment date for at least 1 year after enrollment.

Requires health maintenance organizations to allow subscribers to continue using network providers from their enrollment date for at least 1 year after enrollment.

Mandates health insurers and HMOs pay providers terminated without cause for covered services rendered to insured individuals during the 1-year minimum continuation period, using the contract terms in effect at termination.

Requires health insurers and HMOs to provide current lists of preferred/network providers to enrollees and make lists available for public inspection during regular business hours at their principal state office.

Takes effect October 1, 2013.
