Changes the date for regular legislative sessions to convene on the 14th day following each general election instead of the first Tuesday after the first Monday in March.

Eliminates the requirement that regular sessions be limited to 60 consecutive days, removing the consecutive day restriction on regular sessions.

Removes the requirement for separate organization sessions that currently occur on the 14th day following each general election, allowing each house to organize and select officers immediately upon convening.

Requires each session to adjourn sine die by midnight on the first Tuesday after the first Monday in November of the following even-numbered year.

Applies the changes beginning with the regular session convening in November 2016.
