Prohibits initiative and referendum processes regarding development orders, with no exceptions allowed.

Prohibits initiative and referendum processes regarding local comprehensive plan amendments and map amendments, except those expressly authorized by specific charter language that was in effect on June 1, 2011 and affect more than five parcels of land.

Declares that the prohibitions on initiative and referendum are remedial in nature and apply retroactively to any such process commenced after June 1, 2011, rendering any commenced or completed processes null and void.

Retroactively repeals Section 4 of chapter 2012-75, Laws of Florida, relating to agricultural enclave presumptions, effective to June 30, 2012.
