Allows municipalities or counties to dissolve districts that fail to comply with consolidation requirements; notifies Legislature of non-compliant special act districts for potential repeal.

Grants municipalities and counties authority to appoint all future district governing board members upon expiration of current terms.

Limits district officer and employee insurance benefits to match those provided by the consolidation partner municipality or county.

Requires districts to post proposed budgets, adopted amendments, and final adopted budgets on their websites or the local government's website, and to present annual budget and financial information at publicly noticed meetings to local governing authorities.
