Requires children under 19 years of age applying for Florida Kidcare program eligibility through a federally qualified health center to be offered the opportunity to be made presumptively eligible, subject to federal rules.

Requires applicants be provided reasonable notice of changes in eligibility that may affect enrollment in one or more program components.

Requires cooperation between program components and affected families to promote continuity of health care coverage when a transition between components is authorized.

Requires each Kidcare program component to establish a reserve to ensure transfers between components are accomplished within current year appropriations, with reserves reviewed by the Social Services Estimating Conference.

Takes effect January 1, 2014.
