Requires court clerks to stamp all filed papers and electronic submissions with date and time of filing, and to maintain control and custody of filed documents without permitting removal except by court order.

Increases the automatic refund threshold for clerk overpayments from $5 to $10, with overpayments of $10 or less only refunded upon written request.

Removes exemptions from service fees for specified persons (state attorney, public defender, guardian ad litem, etc.) from section 28.24, moving fee exemptions to a new dedicated section 28.345.

Requires property appraisers rather than clerks to provide property record cards to petitioners in tax assessment hearings, unless the card is available online from the property appraiser.

Authorizes county recorders to remove recorded court documents from Official Records pursuant to sealing or expunction orders, and allows public defender offices access to juvenile records before appointment of representation.
