Creates s. 501.0051, F.S. to establish security freeze protections for protected consumers, defined as persons under 16 years old or those represented by guardians under chapters 39, 393, 744, or 914.

Authorizes representatives to place security freezes on protected consumers' credit records by submitting requests with proof of identification and authority; agencies must place freeze within 30 calendar days and send written confirmation within 10 business days.

Allows consumer reporting agencies to charge up to $10 for placing or removing security freezes, except for identity theft victims who submit an investigative or incident report to law enforcement.

Prohibits agencies from releasing frozen records without express authorization and from stating that freezes reflect negative credit history; requires written notification of any changes to the consumer's name, address, date of birth, or social security number.

Establishes penalties of $500 administrative fines for willful violations and civil liability of at least $1,000 or actual damages (whichever is greater) for obtaining records under false pretenses or without permissible purpose; effective September 1, 2013.
