Establishes the Manufacturing Competitiveness Act allowing local governments to create manufacturing development programs that grant master development approval for manufacturer sites within designated areas.

Requires the Department of Economic Opportunity to develop a model ordinance by December 1, 2013, including procedures for master development plan review, identification of program areas, minimum plan elements, and development impact requirements.

Creates a coordinated approval process for state development permits (wetland, water, air, highway access, etc.) with simultaneous review by participating agencies (Department of Environmental Protection, Department of Transportation, Fish and Wildlife Conservation Commission, and water management districts).

Sets 20-day deadline for agencies to request additional information and 60-day deadline to approve or deny applications; applications are deemed approved by default if agencies fail to act within the timeframe unless manufacturer waives the deadline.

Requires the Department of Economic Opportunity to develop and maintain materials identifying local governments with manufacturing development programs, with Enterprise Florida, Inc., distributing materials to prospective and expanding manufacturing businesses.
